POLICIES AND PROCEDURES

 

((منها خلقناكم وفيها نعيدكم ومنها نخرجكم تارةً أخرى ))

“(From the earth) we have created you, and into it we shall return you, and from it we shall

Bring you out once again. (20:55)

Death is inevitable and unpredictable and no one knows when and where it will occur. Every

Muslim should always be ready to leave this world and meet the Creator:

“Then he caused him to die and be buried. (80:21) 

For the proper management of the cemetery and arrangements for burial, policies and

Procedures have been formulated by the Cemetery committee appointed by the Islamic Center of Charlotte and the Islamic Society of Greater Charlotte. Persons requesting to use the

Cemetery for burial arrangements shall observe these policies and procedures and any

Subsequent amendments made in the policies and procedures.

 

  1. POLICIES AND PROCEDURES FOR THE USE OF THE CEMETERY

 

1.         The cemetery shall be managed by the Cemetery Committee appointed by the Islamic       Center             of Charlotte, and the Islamic Society of Greater Charlotte, hereinafter called the        Committee.

 

2.         The cemetery shall be for the use of the Muslims who testify that there is no God but       Allah   (سبحانه وتعالى), and Prophet Muhammad (صلى الله عليه وسلم), his final messenger.

 

3.         Permission of the Funeral Committee shall be required for the use of the cemetery.

 

4.         The funeral arrangements shall be under the authority of the Funeral Committee.

 

5.         Burial is not allowed without the documents and information as required in the

Application Form for Burial.

6.         Burial lots shall be assigned by the Committee.

 

7.         Complete uniformity shall be observed in the structure of the grave site. The graves shall   have no super structure, ornamental work, candles, flowers, etc.  A small headstone will   be allowed to mark the grave.

 

8.         Headstone specification should be uniform shape, size, and information.  The Cemetery    Committee is responsible for the headstone.

 

9.         The Cemetery Committee reserves the right to regulate the method of decorating the         graves to harmonize with the surroundings.

 

  1. Procedures for Burial Request

 

10.       Request for the burial will be made on the application form available at the any Islamic    center in Charlotte.

 

11.       The application for burial should be accompanied by all required documents, such as:

A. Hospital release certificate/ death certificate

B. Interstate transportation certificate if the body is brought from out of town

 

12.       The formal death certificate from the state shall be provided by the family within a            month.

 

  1. Expenses of the Burial

 

13.       The burial services cost will be the cost of arrangements plus any unforeseen charges,

and that will cover:

 

  1. Opening and closing of the grave

 

  1. A biodegradable wooden box (if needed)

 

  1. Transportation of the body from the holding place to the cemetery and funeral home        charges

 

  1. Arrangement for washing the body

 

  1. Kafan (Shroud) and other materials to prepare the body for burial

 

  1. Death Certificate fee (To be obtained by the family)

 

G. Grave marker and any other materials.

 

H. Headstone expenses.

 

  1. Islamic Rules

 

The following Islamic rules based on the Sunnah of the Prophet Muhammad (S) and the

consensus of most of the Muslim scholars, shall be observed by all using the cemetery for

burial and visitation.

 

14.       Preparation of the body (washing and shrouding) will be done according to the Sunnah of            the Prophet(S).

 

 

 

15.       The use of a biodegradable box will be allowed if needed, with committee’s          approval.

 

16.       Women are not allowed to be present at the burial while it is under way.

 

17.       Wailing, chanting, or expression of grief aloud, is not consistent with the Sunnah of

Prophet(S) and shall not be allowed.

 

18.       During the burial all people present should observe the solemnness of the occasion by

keeping quiet and not indulging chatting, remembering death and the truth of the Hereafter.

 

19.       Only Muslim men should carry the body and lay it in the grave.

 

20.       A deceased female is laid in the grave by her husband, sons, her father, brothers, uncles,   or in the absence of these, by the Imams and elderly persons of the community. A     garment should cover the grave during the lay of the body.

 

21.       The grave should be perpendicular (horizontal) to the direction of Qiblah and should be

dug at least 6 feet deep.

 

22.       The deceased body should be entered into the grave from the direction where his/her feet

will be (from the rear of the grave) unless it is not possible to do so.

 

23.       People lowering the body into the grave should say: “Bismillah wa ‘ala millati/sunnati

            Rasool Allah”

 

24.       The body of the deceased should rest on his right side and should be close to the wall of

the grave and the face should be toward Qiblah.

 

25.       The ties of the feet and head should be undone. There is no Islamic teaching to reveal the

face of the deceased in the grave.

AUTHORIZATION, CONSENT AND RELEASE OF LIABILITY

Except as set forth in this authorization, no warranties, expressed or implied, are made by the Committee or any of their respective affiliates, agents, or employees.

The Islamic Cemetery of Charlotte is a non profit organization. Most of the services provided by the organization are performed by our volunteers for the sake of Allah.
 
However, there are still some expenses such as digging, transporting of the body, death certificate, etc. that are unavoidable by the organization, which must be cover by family and friends.
 
The cemetery is managed and maintained jointly by the Islamic Center of Charlotte and the Islamic Society of Greater Charlotte. The Shura Council of both Organizations selects a burial committee to make necessary arrangements. The cemetery is open to all Muslims without any discrimination. However, following rules and regulation must be obeyed by all, no mater of his or her services, donation, or status in the community.

Steps to take in case of death:
 
1.      Call one of the contact persons.
 
2.      Contact person will need following information from you:
 
a.       Deceased’s full name & SS#.
 
b.      Doctor’s name & number.
 
c.       Hospital or facility info., where the body needs to be recover from.
 
d.      Deceased’s next to keen or family contact name and number to make further
      arrangements.
 
 
e.       Date and Time to perform burial will be decided by the Cemetery Committee.
 
3.      Contact persons will arrange for digging the gravesite and transportation of the body to the cemetery.
 
4.      The Cemetery Committee will sit with authorized person to complete the death certificate.
 
5.      The Cemetery Committee is responsible to wash the body and offer funeral prayer (Salatul Janazah).
 
6.      The Cemetery Committee is responsible to bury the dead.
 
7.   The Cemetery Committee is responsible to collect the payment for the burial services.
 
8.   The Cemetery Committee is responsible to decide how to settle the burial services payment if the family of the deceased cannot afford to pay it.
 
General Policies or rules & regulations:
 
·        All Muslims shall have the right to be buried in the Islamic Cemetery of Charlotte.
 
·         No reservation of the grave site(s) will be permitted. Only the gravesite immediately next to an occupied one, in compliance with the blueprint, will be used.
 
·        All burial procedure must occur according to Islamic Shariah and keeping the rules of cemetery in mind.
 
·        Any other information which is not cover in here or any renovation and changes to grave must be approved by Imams.
